    Welcome to Madinat Al-Muslimeen, the City of the Muslims. Salaam...

I read somewhere that when you give Zakat, you have to declare it to the recipient as zakat. Is this true? Are there differences of opinions? Also, how can I make sure that someone is Zakat eligible.

I think you declare the money as Zakat to the charity that will be responsible to distribute it on your behalf.  Those who are eligible to receive zakat money are:

1. the poor
2. the needy
3. people who work to collect the zakat
4. people whose hearts are inclined toward Islam
5. people who are held captive and who will be freed if zakat money is paid to their captors
6. people who accumulated debt
7. in the way of Allah
8. travellers/wayfarers

from surat al-tawbah , aya 60

 إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّـهِ وَابْنِ السَّبِيلِ ۖ فَرِيضَةً مِّنَ اللَّـهِ ۗ وَاللَّـهُ عَلِيمٌ حَكِيمٌ



Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise.  Qur'an 9:30.
